How to finish a construction in Mexico

Hello everybody, 

I have owned a property in Mexico for several years and when I was making money as a real estate agent I was plowing along. I decided to focus full-time on my dance passion and predictably the pay-cut impacted the construction. I've been stuck half-way for too long as building prices rise and lenders get more scrupulous. Would greatly appreciate your input on how to complete this brick construction so I can turn it into a rental unit, please. Thank you!
