Development Idea for Northern Arizona Cabin Rentals

We have been keeping our eye on Northern AZ for a while now. Our heart is in the idea of being able to on-site manage 4 cabins that would be STRs for Grand Canyon visitors. In order to do that, Coconino County requires 10 acres min, zoned G and requires approval of a conditional use permit. I supposed I would need a full site plan to submit to the county, but I have no idea where to start. I possibly would need building plans for the cabins as well although we would only start with one? We can owner-build in Coconino County, so that's a bonus but it's so time consuming going back and forth with the county on each baby step. It's not spelled out for newbies.

Would love to talk to someone to who has experience starting a project like this from the ground up. I have a zillion questions, you've been warned haha.
