Why limit yourself to the Charlotte neighborhood? It is a working class area on the west side of the river- not much appreciation there over the past 20 years I have been following Rochester real estate. There is some lakefront probably worth exploring. Rochester has a number of thriving neighborhoods where deals can still be found (though increasing rare). Southwedge/Highland Park (14620); North Winton Village/Merchants (14609/14610) stand out. I would explore the area south of Humboldt Street near Winton if I were still in this market. Anything west of Culver can get tricky fast.
