Turning SFR into 3 units

Hello everyone,

There's a property that has caught my attention but I need some opinions on it. The property at the moment is listed as a 3+2 SFR with an 1+1 ADU (previous owner converted the detached garage).

The main house has a very awkward design. Previous owners has added an additional one bedroom and one bathroom. However, you cannot access the bathroom or the bedroom without going through another room. For example, in order to access the second bathroom you have to walk straight through the first bathroom. Same goes for the third bedroom. In order to enter into the third bedroom you would have to access it through the second bedroom. The added bedroom and bathroom is at the back of the house and has a door that leads to the back yard. I'm new to REI so I'm not too sure if the addition is even permitted. The ADU is permitted.

Now I see a little potential in this awkward design to make this added bathroom and bedroom into an apartment studio. My initial thought was to close off the entry way from the main house. So I would put up a dry wall between the two bathrooms and between the two bedrooms that way the only way to access the added bedroom and bathroom is through the private enterance in the back. The bedroom has a big closet that I thought i can convert into a small kitchen. 

By doing this conversion I'll end up with a 2+1 (main house), a 1+1 ADU, and a studio apartment that is attached to the main house.

But my research tells me that there can only be one ADU to a lot. so my question is how can I legally convert the one bedroom and bathroom into a studio apartment and get certificate of occupancy if the lot already has the maximum allowed ADU?
