30 Unit Apartment Building Utility Estimates

Hi All, 

What would you estimate the gas (steam boiler system) & water charges to be for a 30 unit apartment building in a cold weather midwest state (Illinois, Michigan, Ohio, etc.)? I realize these figures are probably all over the board but any feedback would be helpful.

look at the last two years financial statements and go with the higher utility expense
