Section 8 Rent Increase after purchase

We purchased an apartment complex which has a few section 8 tenants.   Two are due for rent increases and have been month to month for 3 years.   We submitted a notice of rent increase and their caseworker says we have to own the property for a year before we are allowed to request a rent increase.  I’ve never heard of this and other caseworkers have allowed rent increases at this and other properties (in the same town) shortly after purchase.  Just wanted to see if this is a legitimate thing anyone has heard of before.
