County Public Records

Recently I have been listening to a lot of podcasts on how wholesalers find deals and structure their business. What has come up a lot is pulling the public county list. I have gone around and tried to navigate the county website here in Phoenix (Maricopa county) but can't seem to find those lists. 

Are these lists posted on the website, or do you need to reach out to them and request the list via email? The list I'm looking for is Divorce, Probate, Foreclosure, HOA, Tax Delinquents, and water list to see what properties water has been shut off for 6 or more months.

If anyone can guide me in the right direction, I would greatly appreciate it!
