Judicial Sales Chgo - One individual winning most auction bids !

I attended an auction at The Judicial Sales Corp in Chgo.  I'm looking for buy/hold property for rental income to supplement retirement income. I thought auctions would provide the best options for deeply discounted investments.
 

From the very start of bidding there was one individual with his assistant who must be representing investor groups. He came prepared with a fat money pouch of cashiers checks. He won just about every bid from $650k to $17K.  

And he is a regular.

I'm not knocking another investors gig, but crap ! 

Is anyone else seeing this in other auction forums?
