Pending LLC...can we make offers?

Hi Guys,

Our LLC is currently pending and could take up to 50 days before we receive the paper works...now, my question is...can we still conduct deals without it? There are couple of leads that we wanna make an offer but we are hesitant to take an action because of the pending llc. I just wanna make sure we are doing the business legally...
