Final Judgment Amount Explained

Can someone fully explain how a final judgement amount works at a foreclosure auction?

For example, here is one that I saw the other day:

Final Judgment Amount:  $225,551.22
Plaintiff Max Bid:  $129,917.13
Amount:  $130,000.00
Sold To:  3rd Party Bidder

Note the SOLD amount is less than the FINAL JUDGEMENT AMOUNT.  What happens in this case?  The bank assumes the loss?
