General Contractor stealing design

I have question for all the real estate professionals out there, I am starting on a new project as a new real estate developer, I had a general contractor ask for my plans and rendering PDF (All are copyrighted) to get me bids, have you ever had a GC steal these plans and build your design right under your noise? Also he wants to bring in his brother in law due to it not being his company as the builder (His construction company), well I’m the developer so I just need a GC to do his job nothing more, so does this sound about right?

Contractors and their subcontractors are not able to bid work without plans. All of the take offs that create their bid will start from your design drawings and specifications document. Very common to provide plans to bid in commercial construction space.
