Where to look?

My town is growing quickly. It's very small (about 11,000 people) but growing. about 600 new homes going in this summer/year. I have located a GREAT piece of land right smack dab in the middle of town where I'd love to put a small 2-3 story building. I figured tourist/consumer type stores downstairs and offices upstairs.

I think I have enough cash lined up for a down payment on the project, but I need to research this through, where do you folks suggest I look? I need help on building design, estimated costs to build, permits, loans, contracts, etc.

I don't know how much this building would cost to build, but I think I can very easily line up $4,000 already per month in rental cash flow. Would having contracts in place to cover monthly payments+ help in getting the needed financing to build?
