Vacant property with deceased owners.

As is the case with many areas it has been hard to find deals lately. Inventory is low and prices are high. I started to branch out looking for vacant houses in my area. A few of them I've had my eye on for years,  as they sit and rot. 5 of the ones I really like have deceased owners. I found the next of kin and reached out to every one of them with no response. I reached out to the local municipality and asked them what they do with these houses that sit with unpaid taxes. The borough secretary said once they get bad enough they can add them to the condemned property list and tear them down. There has to be a better way. All 5 of these houses have been sitting for years. Before they get to the point that they have to be torn down isn't there a way that would be beneficial to all parties? I would get the house, the neighbors wouldn't have to deal with a blighted property bringing down their home values and the municipality would have a tax paying owner. Does anyone have any insight on anyone else I could contact to buy these properties?
