Letter to Owner for Vacant Property

Does anyone know where I can find some sort of template letter to mail and leave at a vacant house that is not on the market? It has been boarded up for a few weeks and I tracked down the tax payers. I want to leave a note that I will purchase the house for cash but I don't want to be too direct. Is there a template or anything?

The house is across the street from where I live now. From the info I gathered, it was owned by an older gentleman who recently passed away. There was someone (illegally I think) living there for a month or so since there is an outstanding water bill. I do not know if there is an outstanding mortgage owed on the home, but I am very familiar with the market in the area and I know what I will pay for the house "as is". And yes I have the cash on hand to buy it for the price I would be willing to pay.
