Starter Home in Chattanooga, TN

I have a dear friend in Chattanooga, TN whose children have had some serious medical problems that have left them very little extra income every month.  They want to buy a home but the amount they pre-qualified for is too low for a home that fits their family of 7.  I know there have to be some creative solutions out there, and this is the place to find them!  I've been thinking:

- rent-to-own
- find an investor to split the cost of a multi-family property, and my friend can live in and manage/care for it
- start small and live cozy for a year or two, then sell/upgrade, or rent it out and upgrade

I know you can all do better than this!  Let's hear what you've got.  Thanks!
