HOA Renovation Project Manager

Hi,

I currently live in an HOA condo unit with 40 units. The HOA has been in the process of doing a major renovations saying that units needs repair with an estimated 60K per unit. They have been arguing all over that either the entire project needs to be done or nothing.

I as a Board member has suggested to do it in phases, so that the amount and repairs can be spread over time with the urgent repairs taking priority. But, it is somewhat falling on deaf ears.

One of the point that they are arguing about is whatever project such as roofing needs to be done requires a project manager. The project manager currently for the job is taking a lot of money even before the project has started.

Can anyone suggest, if a project manager is actually needed for HOA repairs or is it the Property management companies responsibility? Also, if anyone has other suggestions in this case, how to approach the repairs, please let me know.

I have been trying to get outside bids for similar work, but the HOA is insisting it is the responsibility of the project manager.
