@Annette Goin I see it is your first post welcome to BP. 

I don't exactly understand your question. Certainly lots of people have bought properties from owners, whether and LLC or personally owned, because they were behind in property taxes.

If you are asking if people have bought properties via property tax sales, yes that happens all the time too.
