I am trying to get the numbers of expired and vacant property owners? I don't have a huge number of these types of properties that I'm going after. Is there a service that provides the numbers on a one by one basis or low volume basis? If so how much per number?

I would suggest subscribing to a site like Intelius, Wink or Spokeo. You pay for the membership but those sites usually provide a phone number. Whether you pay for that service or pay for a list and do direct mail marketing, you will have to pay some sort of fee for that kind of valuable info for marketing. Good luck!
