Mold and Old Wiring - Cost?

Hi folks - 

I am looking at a property. The biggest two issues I can find are:

1) There is quite a bit of mold in the garage and basement.

2) The wiring is all 2 prong.

For the mold, I will get some estimates from professionals but I want to try and do it myself with some bleach.

For the wiring, I was considering either using GFCI's or just completely redoing the wiring. Redoing the wiring would be more expensive but it seems to be the right thing to do. Also, the walls are plaster which would bring up the costs I am assuming.

Does anyone have experiences in these two issues? What are my best options? Will GFCI's even pass inspection?
