Do you make verbal or written offers?

Hi all. I am a licensed agent and am wondering the best strategy to make offers. As we tend to make many many offers in order to get the one deal, do you tend to make verbal offers or do you write a contract for every offer you make? I use primarily the MLS for finding deals and wondering what has worked best for people.
