Good deal on Rough street in kingston NY?

Found a nice house on Henry st in Kingston NY for 40k , but reviews about that street are bad . Gang activity and high crime. 

However, everything else I read about the nearby streets claim   The area is improving. A few miles away are good areas which are in demand . Current rent is 900 a month . 

If Anyone is familiar with that area or if you've been in a similar dilemma , would love to hear your view -- thanks!
