No money and in a Chapter 13. What options do one have?

A friend of mine has hit a valley in life, but wants to look into Real estate investing for a way to get back on a better financial path. However, he has no money and currently in an active chapter 13. I didn't have enough experience to give him any good advice, so I said I'll post it to BP maybe someone has seen or been in this situation and can offer some real advice, if he should wait until he's done with the chapter 13 to free up some income or work with someone?. etc.
