Expired License in Texas

We're in North Texas. My wife had her license back in 2008 (she worked as an admin for a commercial realtor and they paid for it), but she never went active under a broker, and she left the company in 2009.  I'm assuming she would have to do everything again - correct? 180 hours + exam in Texas?
