With oil at $45 a barrel it means nothing.  When oil gets back to $70-100 a barrel people bring in mobile homes and travel trailers and put them on any vacant lot they can find and charge big $$ in rent.  Oil goes back down to $40 they all go away.  I simplified and understand there is a lag in either directions
