Section 8 - does an attic count as a bedroom?

Looking at a property listed as a 3 BR- 2 bedrooms on second floor and a large attic. Will section 8 consider the attic a 3rd bedroom?

Also, how much harder is it to find a section 8 tenant with a 3BR voucher?  I have a few singles now.
