Tax deed wholesaling-- advise please

When purchasing a home from a Tax deed company who foreclosed on a smaller lien, does any of the other encumbrances get wiped out? I looked at a company who does this and offers quitclaim deeds. They have a lot of home that I like the look of, but I obviously can't wholesale them if they have superior liens cutting into the deal. I want to make this my Niue--tax deeds. I've found a number of companies to work with, but i'd like a little more guidance in anyone has helpful advice. For instance, what is a good way to bargain the quiet tile in the wholesale at the buyers end?
