The town in about to change zoning which would make the property even more valuable

I came across a property that is magnificent but I lack the finances to purchase it out right. What are some ideas to make this work.

Located in a desirable state and town. Lack of housing in the town. Rents are of the charts. Could put multiple 12 plexes on the property. Once it rezones the property will be worth a lot more then it is now.

More then 36 units can be built on this site<

"an individual building couldn’t have more than 12 units under the proposed zoning. However, the property could be developed with several buildings and could ultimately accommodate more than 36 units. The proposed zoning eliminates density as a concept from town zoning and replaces it with minimum lot sizes for various building types. For example, the minimum lot size for a 12-unit building under the proposed zoning is just 9,000 square feet."
