Best way to cold call off market properties?

I'm interested in buying a condo in a downtown building.  One is on the market, but I believe way overpriced.  1)  What are some effective ways to contact the owners of the off market condos?  2) What strategies will improve my chances of an off market owner selling to me?  Thanks!

I agree with all of the above. 

Don't get discouraged if the owner tells you to kick rocks. I found that opening with "hi owner, my name is _____ you don't know me. This is a cold call (I'm a realtor - exclude obviously) I  was wondering if you had 2 minutes to talk about the possibility of selling your house on 123 Main Street." 

If they say "No" respond along the lines of "No problem I understand.. would you consider the possibility of me calling you back in a month or two to see if you have a change of mind?"
