Offer letter to a Wholesaler

I'm about to put an offer in to a wholesaler for the first time. They said they need an "offer" by a certain time. Does that mean an offer letter or just a price? I'm unsure if this is as simple as texting them a number or as complicated as there being state specific forms that I need to locate, fill out, and email over to them.

@John Burke - For many wholesalers you just need to send them the number you're willing to pay, nothing complicated. Some wholesalers have their own online offer forms they want you to fill out but normally those aren't complicated either. But you can ask them if they just need the amount and take it from there.
