All bills paid duplex

Thinking of purchasing a duplex. It is both for sale and rent. The rental ad states all bills paid.

Walking the property I noticed there’s only one ac unit and thermostat in the bigger unit.

Sharing one unit and all bills paid here’s my concerns.

1. High bills for me due to tenants not being mindful of paying bill.

2. Wear n tear on ac,utilities due to over running or running non stop.

3. Tenant conflict over shared/forced temps by the bigger units choice.

Me personally, if I go through with it I’d like to see about getting another ac unit and adding a separate meter to put utilities on tenants.

Or would it be better to leave as is?
