Utilizing RUBS in your mobile home communities for water/sewer

Hi All,

Does anyone out there use RUBS for their water and sewer bills at their mobile home communities? Would you recommend it? How do you reconcile the fact that some tenants live alone, some tenants have a 2-person home, some have a 4-person home, etc? I'd love to hear your feed back and advice!
