Jacksonville FL or Houston Dallas

This will be my first investment property, I live in San Diego and been going back and forth between Houston and Jacksonville FL. My primary goal will be cash flow with the rent income and I was aiming for $200-$400 monthly. 

Got a loan for $200k and will have 25% down.

So the question is, what city would you recommend and also I would love to connect with realtor from these two places
