PA Sheriff sale beginner

Okay so I’ve been watching this house and it’s now about to go up for sheriff sale. I actually really like this house because it’s smaller with low taxes. I’ve been doing research and I just have a couple questions. So I know I should do a title search before I do anything and I know what to look for, back taxes and liens, credit liens, 2nd mortgages, etc but how do I exactly do a proper title search? I see a couple different ones online. How much does it actually cost? And is the upset or starting bid made by the bank? I heard the bank will buy back properties so it the upset the highest the bank will bid or do they bid their amount the day of the auction? Is there anyway of getting ahold of the bank to find out their max bid? Please I know I’m new I’m not looking to flip I’ve seen the inside of the house I like it.
