Investing in Baltimore, MD

I am new to REI. I currently live in Dallas Texas. I have been analyzing houses in DFW for the past few months and it seems almost impossible to get good cash flow and COC return on investment because houses are expensive and taxes are really high. I am planning to invest in Baltimore, MD. I am interested in SFH but preferably duplex-fourplex. I would prefer houses that are not very old. I would appreciate recommendations for B class areas/cities to invest in. Also, recommendation for a very good investor friendly realtor will be appreciated.

@Uju Anyanwu  Baltimore looks good on paper . And for those who are experienced in the city and know it well ,they make good returns . I live 25 minutes South of Baltimore , I grew up in Baltimore . And I invest the county South of Baltimore .   

Why you may ask ?  Higher property taxes , higher insurance , higher crime rate , higher water bills , harder to evict , little appreciation compared to county , worst school system in the State , failing infastructure , the politicians are terrible . 

You may hear areas around Hopkins are good , I think that may change due to the Covid19  virus , I heard thru good authority Hopkins will be cutting back severely on LOTS of things . 

Come spend a 3 night 4 day trip to Bmore and do some serious driving before you buy .
