Is HIS Capital a scam?

Hi,

I’ve done a few hard money deals and I’ve been trying to cash out refinance a rental that’s just about finished. The home is only worth about 85K so I’ve had a hard time finding a lender willing to work with smaller loans or smaller appraisal values. To top it off the few that did recently froze due to the economic situation. 

I saw some ads for HIS capital on FB and reached out. I was contacted by two different people, one through email and another who called me. They seemed willing to work with me on a cash out refinance bridge loan, but the representative that called me is super flakey and gave me different information than the person that emailed me. When I looked them up they both seem to be real estate agents, which seems odd to be working in a lending facility. 

To top it all off after I sent in my information and statements I never got a terms sheet I was promised, just an invoice for 700 dollars payable to them from a link that they provided for the background check and appraisal. Now I’ve paid for appraisals before, but it was always *to* the appraisal company, not to the lender. The fact I didn’t get any other documents for this is leading me to think it may be a scam.

Has anyone worked with them before? This is feeling fishy. on a side note does anyone know of lenders willing to work with slightly less loan amounts than 74K?
