What is the definition of a cash buyer?

Is a cash buyer only someone who has liquid cash?  Is hard money or private funding considered a cash buyer?  What is actually considered a cash buyer?

In my very limited experience, it seems that cash buyers are more likely to get an AS-IS deal than someone who uses traditional bank financing.

I’m still looking for my first deal & am trying to increase the odds that I will get an offer accepted.

    @Paul Schaefer A cash buyer is anyone who can write a check to purchase the property and close on it without having to wait for other funds. They have the cash in the bank.
