What should i do Wholesale question ?

I need help bigger pockets family I'm working my first wholesale deal and seller is motivated to sell He is selling a Mobile home got burned down. living in side garage now. Has 7000 in taxes that needs to be paid his last offer was for 65k before the mobile home got burned down ARV is 90000 I'm stuck on what to offer him? I understand the ARV - 70% which is 63000 but when I minus the repairs am I taking off for the removal of the burnt mobile home plus the cost of a new mobile home or do I just make this a strictly land play? By the way the property is in Phoenix
