Need Help: Starting Real Estate Business in Iraq without MLS

In Iraq, there is a highly unorganized system of brokerages with many issues. 99% of real estate transactions and listings are done through brokerages that are mainly unprofessional, some unethical, and without data analyses. I am looking to create an online real estate listings website with professional staff and a call-center, the first of its kind in the country. There is a very large number of internet users in the country, and traffic data shows that traffic to local websites and applications are ever-increasing. The main issue I have while creating the website is a lack of an MLS in the country, with no listings being accounted for in a system.

My question for you more experienced folks is how can I go about creating my own MLS system for the country (no legal rules apply here, I have asked), or if there are softwares where I can input data into without creating a software from scratch. I would really appreciate your help, advice and tips on where to go from here!

Ok, you could always start by creating a simple website with a "listings" dropdown menu. You could have geographic regions to select from, and then you or your employee input info about the property for sale with its important information. As you get more business you could create more features, starting from the ground up with a minimum viable product.
