Property Tax Question for Investors in PA/DE

When the time comes I am looking to purchase investment properties outside of the Philadelphia area or even northern Wilmington DE area. I am looking for some advice from other investors who purchase in these areas, on where are the best places with the lowest possible property taxes. 

One of my criteria will be to only purchase in reasonable to cheap property tax areas but I also want to buy in areas that are safe and have decent school districts. 

If anyone already has this knowledge I would greatly appreciate the insight or if you know of a valuable resource I could use to find this information myself!
