SMS Bulk Texting, Skipped Traced Leads

Hey All, 

I just got my first list of Cold Leads from driving for dollars. Their phone numbers were found from Skiptracing. 

Does anyone have a source they use to send these cold leads text instead of cold calling them? Is it legal to send them text?
