Tenant that pays but won't communicate

We have had a tenant for 8 months.  He pays his rent by the grace period which we will consider "on time".  We have asked him to meet in person to talk about lease renewal.  He will not meet with us.  If we text him lately, he does not respond. If we email, he rarely responds.  Most recently we noticed there was a pet tied in back of property. The current lease does not allow pets.  We have agreed to pet fee.  He was emailed a pet addendum. He did not respond to requests to sign pet addendum. He only paid the fee.  Does payment of fee imply consent? Would you offer him a lease renewal?
