NOD at Country Clerk

I've gone to Knoxville, TN county clerk downtown. Since there is no department just named county clerk, I went to the trustees office looking for foreclosure, NOD, or probate lists. The person there said they don't keep lists and public means they post it in the newspaper. Is there a specific department at the county clerk I can talk with to get these lists?
