The issue is that without water, the plumber can't pass inspection and so there's no reason to put in the toilets yet or the faucets.Then, without the electric company putting in the meters... the electrician also can't pass inspection.The HVAC guy doesn't want to put machines in he can't trouble-shoot because there is no power.
