You can call the local mental health professional to verify that they are indeed a local mental health professional who has an ongoing relationship with the tenant, and that they are actually qualified to write a prescription for an ESA, and that the tenant actually has a disability requiring an ESA (again you cannot ask about the nature of the disability itself, just that one exists).

If so, here's the "prescription": Focus your time to drafting a viable business plan.

The local health professional must have licensure that allows them to legally write prescriptions (MD, PA, APRN).

Most US prescription drugs can be bought over the counter from the Pharmacist. 

I could NOT get a prescriptive right now that the state owned it ..

Compare this to some as expensive as $1,000 per month and even those expensive options having large copays, limited networks, and they'll even refuse to cover some non-generic prescription drugs!

CRLTO is already highly prescriptive, so just adding more pain to the mix. 

The first consideration when you are looking at an ESA “prescription” is the provider’s credentials. 

A true scope of work outlines everything -- cabinets, trim, structural work (including engineer prescriptive) if removing load bearing walls, plumbing changes, electrical updates, etc.
