If I know that my overall income will be quite a bit more in 2022 because of some non-real estate projects, doesn't it make sense for me to make sure that we close this rental by the end of 2021 so that everything is taxed at a much lower overall tax level?

Yes, you can make money on new builds - that's why there's contractors out there building houses - but it tends to be either on economy of scale, or with knowledge/experience/contact levels that allow you to compete as a small builder.
