I recommend engaging an investor-focused realtor/broker who can provide not only assistance in finding the right property at the right price - but also provide vetted resources for completing the project from inspection/appraisal/lending - to rehab completion.

As a matter of perspective, 2 is awful and 8 to 9 is very strong (relevance score is essentially you need to pay more to get more of some action because FB views you're ad strategy as not engaging to the customer).
