A local home-builder would be a fantastic resource in this, as there can be quite a bit of difference between the cost of deeply renovating a home and the cost of building a new home altogether.

Propelio Academy has a pretty good free course on that, plus BiggerPockets has all the resources you'd need on how to set up a mail campaign and whatnot.

Do yourself a favor and find an investor-focused realtor to help you in not only finding the right property at the right valuation in the right market - but also with resources for inspections, insurance, financing, repairs/rehabs. 

They should also be able to refer you to a good lender for what your goals are.A great resource for this is David Greene's book "Long-Distance Real Estate Investing".
