Unless there is some kind of approval from the PA Department of Revenue on the exact language/method you rely on, parties at the closing are taking a gamble.

My word of wisdom - - Be sure you have specific provisions about renters insurance and get copies of the tenants policy for you folder....I can copy and send you what language I used (may vary from state to state) but I am turning over my property now (first time in 6 years - woot) and am filing a renters insurance claim due to pet destruction (never renting to anyone with a cat again).

Some leases use slightly different language saying these items are "payable BEFORE rent" meaning that whatever money you receive pays those items FIRST leaving unpaid rent leftover.

If not, and it's all business, then I would send them a friendly letter outlining your concerns, pointing back to the language in your lease regarding excessive repairs, and go from there.
