The Question:Are resident managers required in New York City (5 boroughs) only or throughout New York STATE?

I'm from NY, but don't want to invest here in the city as it's not the price point I wish to begin with. 

It is inside the city and has natural gas.With the answers so far I am motivated to leave the gas as is, and just swap out the panel.  

Ive tried everywhere i just cant seem to get it out there enough to get people to check it out. i am wanting to move out to grand lake area but im stuck in the city cause i own the early bird bar in sw side of town and theres alot of good patirons that stay loyal customers. i really want to get it sold where i can get out to my lake house. if any one can help me id be thinkful. up for any ideas thanks. asking $20,000

The city allows that as a "workshop" without commercial zoning, so they left it as is to save on property tax.
