The neighbor is complaining of cigarette smoke coming thru the air ducts.

Although they are not as efficient as a gas forced air furnace, they are typically FAR cheaper to repair, replace, service, etc.

Also depending on how large the property is and where it is you could consider Air Bnb.

I’m also thinking of renting it furnished or put it up on air bnb.

Added central air to the property and did some minor landscaping around the exterior of the row home.
